Roaming in Türkiye: why it is not part of European roaming
Türkiye is geographically in Europe and outside the Union as far as rates go. What that means on your bill and how to check it.

But included roaming does not depend on geography, it depends on a regulation that applies to the European Union and the European Economic Area, and Türkiye is in neither.
What that means in practice
That a European plan treats Türkiye as an international zone and applies its own terms there, which may be a daily pass, a data pack or pay-as-you-use. There is no single answer, and your neighbour's does not apply to you even with the same carrier: within one company, plans with different zones sit side by side.
The notice that arrives on landing
On connecting to a Turkish network the phone receives a text with the applicable rates. It is useful information, and it arrives late: by then the phone has been connected for a while and the apps have done their sync round.
That is why the right order is the other way round: you look it up before leaving and turn off data roaming before boarding.
Türkiye is travelled with the phone in your hand
It is a destination of navigation and translation. The alphabet is Latin, which helps, but the language resembles nothing familiar, so the translator comes into play constantly in markets and restaurants. And the distances between Cappadocia, the coast and Istanbul mean the maps get plenty of use.
All of that is data, and it is precisely the kind of use that a plan charging by the megabyte turns into an unpleasant bill.
What to do, in order
- Check in your account area which zone Türkiye is in and what your plan includes there.
- Turn off data roaming on your line before boarding.
- Leave the line on for calls and texts, which is what keeps you reachable.
- If you are going to need data, decide in advance how: a pass from your carrier or an eSIM for the destination.
The local option
Buying a Turkish SIM is possible, and there is a quirk worth knowing: in Türkiye foreign handsets using a local line beyond a set period have to be registered, and if they are not they stop working on the country's networks. It is an old and well-known rule there, but it catches out anyone staying a long spell.
On a one- or two-week trip, a data eSIM avoids that procedure entirely, because you do not change cards and you open no local line in your name.
